What is FCSS?

Family and Community Support Services is a complex and broad human services program seeking to meet human and emotional needs for both young and old.  It defies easy description but, that said, here is an effort to do exactly that… describe it. 

The FCSS is a program which seeks to help people help themselves, with a focus on prevention. 

FCSS believes that prevention is better than a cure.  Programs to help a child develop self-esteem are considered more effective than those that keep a juvenile out of jail for the second time.  Programs that prepare adults to deal with stress are considered more effective than those that help them when they are in distress.  Programs that help families deal with the stresses and strains of life are considered more effective than intervention at the point of a family breakdown.  Programs that help seniors continue to live lives of independence and self worth are considered more effective than those that seek to place them in an institutional setting earlier than necessary. 

FCSS has often been referred to as the home of voluntarism.  Voluntarism is not seen merely as having services provided by the unpaid efforts of community members, but as a means of mobilizing community support to meet the community’s needs.   

FCSS philosophy is based on the belief that governments, by themselves, cannot solve social problems.  By assuming responsibility and working together, people can create the conditions that foster social and emotional well-being in their communities.  FCSS has a responsibility to help and support this process by recognizing the value of volunteers and helping them enhance their skills. 

FCSS seeks to improve the community it serves, and information gathering is the first step that must be taken in order to address community concerns.   Who do you turn to when you want that telephone number of that agency whose name you don’t know?  FCSS is your resource. 

FCSS is not just another social service agency.   It is separate from other provincial and federal government social services for a very good reason: it is a local program run by local people.  Decisions as to what it does and what it does not do are made locally, not in Edmonton or Ottawa.  The FCSS Board is set up by the local municipal government and is expected to respond to local needs.  It is a grassroots program operated and controlled by the community. 

Having indicated what FCSS may do, it is also necessary to list those things it may not do: 

  • It may not primarily provide for the recreational needs or leisure time pursuits of individuals.

  • It may not offer direct financial assistance to an individual or family.

  • It may not be primarily rehabilitative in nature.

  • It may not duplicate services available from or within the jurisdiction of another government agency or provide services that may otherwise be reasonably accessible to the residents within the municipality.

 

Working within these guidelines, Nanton FCSS strives to meet the needs of our community through: 

  • Volunteer recruitment, training, coordination and support.

  • Development and /or Facilitation of support groups

  • Public education

  • Workshops

  • Response to community needs as they are identified

  • Collaborative efforts with other service agencies/groups

  • Referral & support to individuals seeking to meet their social and humans needs

  • Resource material available to community members.

Services

The Nanton Quality of Life Foundation was established in 1996 through the efforts of a dedicated group of community volunteers.  The purpose of this non-profit organization is to provide a means for residents of the Nanton Community to acquire skills, intervention, assistance, or support necessary to improve their quality of life.  We thank you for supporting our efforts.  The Nanton Quality of Life Foundation Administers the FCSS program for the Town of Nanton and the M.D. of Willow Creek.   We also work hand in hand with Region 3 Child and Family Services.   In addition to our previous services, we now provide the services of a part-time Youth Worker to community residents.  We also have a Resource Center available to nonprofit groups and organizations for meetings, workshops, seminars etc., and a small library stocked with books, videos and pamphlets which address various social/emotional issues.  These are available on loan within the Nanton Community.
